It was built in 1816 by the Governor of Sivas, Vizier El-Hac Osman Pasha bin Ali Agha, in his own name. The mosque is also called the Palace Mosque because the Pasha Palace, where the Beylerbeyi and governors reside, is located here. The mosque, which could not meet the needs over time, was repaired in 1858 by the Governor of Sivas, Hacı Ahmed İzzet Pasha.

After a fire, the ceiling of the Izzet Pasha Mosque collapsed completely and its repair became impossible. It was demolished in 1927.
