The structure is located on the eastern wall of the Zağnos Tower. According to its inscription, it is known to have been commissioned by Hazinedarzade Abdullah Pasha and built in Taksim Square in the year 1260 of the Hijri calendar (1844/1845 AD). The structure was later moved to its current location.

Its inscription reads:
During the glorious reign of Sultan Abdülmecid, the waters and soil of civilization
flourished throughout the universe

The boundless bounty flowing from this life-giving fountain
Enriches all living beings and the various species of plants

It became a stream of generosity and a river of order, flowing from source to source
, Bringing splendor to the world’s garden, just as in Herat

In accordance with the secret of “En-nâsü ‘alâ dînü’l-mülûk,”
Those worthy of salvation have become followers of his noble way

He was ever the counselor to the noble statesmen of the realm
, Through whose influence they received blessings and the fruits of salvation

That is, the most discerning
of all the commanders of Trabzon, Asaf—the very embodiment of grace, the governor of the highest virtues

That is, Abdullah Pasha, the generous and noble-hearted, whose very being
is the source of a fountain of generosity

While
the people of Trabzon were all said to be “el-ataş,” The river of generosity surged forth, like the “Eye of Life,”

From the paradise-like realm of the generous benefactor, he is
the namesake of the mosque of the Qur’an, with cherubic features

In Kayakıl (?), he constructed the fountain’s
basin and directed the flow of the Euphrates toward the Kibr Square

Even a single drop from this fountain, were
it to exist, Would be a delight to the palates of both men and women

May the water of this fountain, a living being, flow in abundance—and after this
, may the Hızriyâ bring forth the sparkling, sweet-tasting drops of the Enbûr

As it descends from the heavens, may the pure water be far
removed from Abdullah Pasha’s presence—from all worldly affairs

May the water of attaining one’s goal
serve as a guide to him—Khizr, by divine favor and radiant blessings

May God, in His generosity, forgive the noble faults of the late Osman Pasha in the
Highest Paradise

Since He has done so, may the journey of the two most noble descendants be joyful
, with the blessings of the water of the face of the pure Household

From the fountain of the Pool of Kawthar until the Day of Eternity
They shall drink the sweet, pure, and refreshing stream

The fountain was built in the year of Khizri, its water as precious as a jewel;
The fountain of ‘Abdullah Pasha was constructed, just like the Euphrates
, in the year 1260 AH – 1844 AD
